I think students would respond in a positive way to a blogging assignment. This is involving technology is an assignment that they normally would have just written about in isolation. This would get them involved with their classmates.
I would be concerned about students keeping only appropriate content online. Also in my district not all students have access to the internet at home. They would be unable to participate in this type of lesson. That has always been a concern of mine for any technological requirement for work.
I can see using a blog with a committee such as an NCA committee or a policy or school improvement group. I could see departments using this for communication and ideas. I could even see a whole school or district use this as a communication and interactive tool.
